Hainan Free Trade Port Incentives by Industry: Which Sectors Benefit Most (2026)

A 2026 sector-by-sector guide to Hainan Free Trade Port incentives for trading, manufacturing, technology, finance, tourism, healthcare and education—with eligibility limits.

“Hainan offers strong incentives” is an incomplete statement. The useful question is: which policy applies to this company, this product and this transaction?

Since island-wide special customs operations began on 18 December 2025, Hainan’s business-policy stack has become more operational: zero-tariff treatment for qualifying first-line imports outside the imported taxable-goods catalogue, import-duty relief for qualifying goods processed to the statutory value-added threshold, and multi-functional free trade accounts for eligible cross-border transactions.

Separately, through 31 December 2027, qualifying encouraged-industry enterprises with substantive operations can use a 15% corporate income tax rate, while qualifying high-end and urgently needed talent can receive individual income tax relief on the portion of eligible Hainan tax burden above 15%.

None of those results follows automatically from registering a company in Hainan. This guide maps the policies by industry and identifies the conditions that determine whether a business model actually benefits.


1. The Policy Stack Before the Industry Map

Four tests recur across almost every sector.

Encouraged-Industry and Revenue Test

For the 15% corporate income tax rate, the enterprise must conduct an activity in the applicable encouraged industries catalogue and normally earn at least 60% of total revenue from that encouraged business.

The catalogue is specific. It contains defined projects across agriculture, manufacturing, services, logistics, tourism and information technology; it does not say that every company using a broad label such as “consulting,” “finance” or “technology” qualifies.

Substantive-Operation Test

The enterprise must have its actual management in Hainan and exercise substantive and comprehensive management and control over production and operations, personnel, accounts and assets. A registered address or single desk is not enough.

There is no universal corporate “183-day rule.” The 183-day concept belongs primarily to the current individual-income-tax eligibility route. Do not use an individual’s day count as a substitute for corporate operating evidence.

Customs Product and Entity Test

The post-closure zero-tariff policy uses an imported taxable-goods catalogue. A qualifying entity may import permitted goods outside that catalogue free of import duty, import VAT and consumption tax, subject to entity, product, use, circulation and customs rules.

The official explanation describes the zero-tariff scope as about 6,600 tariff lines, or 74% of tariff lines. That is a catalogue statistic, not a promise that 74% of any company’s shipments will be approved.

Market-Access and Licensing Test

An encouraged-industry entry does not override the foreign-investment negative list, general market-access rules or sector licences. Banking, funds, telecommunications, education, healthcare, food, cosmetics and medical devices can require approvals far beyond ordinary company registration.


2. Trading and Logistics

Trading and logistics businesses can benefit most when they have real import needs, eligible products and a documented Hainan circulation or processing model.

Potential Advantages

  • First-line zero tariff: a qualifying Hainan entity may import permitted goods outside the taxable-goods catalogue free of import duty, import VAT and consumption tax;
  • Island circulation: zero-tariff goods can circulate between qualifying entities without payment of the import taxes under the stated conditions, while domestic VAT and consumption-tax rules still apply;
  • Second-line processing relief: qualifying goods produced by an encouraged-industry enterprise with at least 30% processing value added may enter mainland China exempt from import duty; import VAT and consumption tax remain payable where applicable;
  • EF accounts: an eligible enterprise can discuss integrated RMB and foreign-currency settlement and other permitted cross-border scenarios with a participating bank; and
  • International shipping policies: qualifying shipping and port businesses may assess the Yangpu registry and other industry-specific measures.

Who Should Model It

Import/export traders, distributors, supply-chain operators and ASEAN sourcing businesses should compare two complete transaction models: direct mainland import versus Hainan first-line import followed by island use, circulation or compliant second-line movement.

Do not assume that simple resale to mainland China remains tax-free. Product HS code, taxable catalogue, trade remedies, quarantine, licences, eligible-entity status and second-line treatment must all be checked.

3. Manufacturing and Processing

Manufacturing has a strong Hainan use case when imported inputs face meaningful taxes, the island process is commercially real and the finished goods serve Hainan, overseas or mainland customers.

Potential Advantages

  • eligible machinery, materials and other permitted goods outside the taxable catalogue may receive first-line zero-tariff treatment;
  • qualifying processing value added of at least 30% can remove import duty when the finished product enters mainland China through the second line;
  • an encouraged-industry manufacturer with substantive operations and the required revenue mix may qualify for 15% corporate income tax through 2027; and
  • industrial parks may provide facilities or local programmes, but each programme must be checked against its current notice.

Critical Limits

The 30% rule is not a blanket “duty-free into China” label. Customs uses a statutory calculation and excludes specified minor processing. The enterprise needs accurate bills of materials, input values, sales prices, production records, inventory and customs filings.

Import VAT and consumption tax, where applicable, are not erased by the processing-value-added import-duty relief. Food, agriculture, pharmaceuticals, medical devices, cosmetics and chemicals also carry product and facility regulation.

The strongest candidates are businesses whose process, equipment, staff, premises and cost model would make sense even before the tax benefit is counted.


4. Technology and Digital Services

Hainan’s 2024 encouraged-industry catalogue contains specific software, information-technology, platform, e-commerce and digital-infrastructure projects. A technology company should map its actual revenue-producing activity to a catalogue item instead of relying on the word “tech” in its name.

Potential Advantages

  • a qualifying encouraged technology enterprise may use the 15% corporate income tax rate through 2027;
  • qualifying high-end and urgently needed talent may receive relief on the portion of eligible Hainan individual income tax burden above 15%;
  • specified cross-border data scenarios can use Hainan’s data-outbound negative-list framework; and
  • EF accounts may support eligible cross-border settlement and financing scenarios subject to bank and regulatory review.

Critical Limits

The company must establish substantive operations: management, people, accounts, assets and real service delivery in Hainan. The corporate test is not simply an employee spending 183 days on the island.

For the talent incentive, the general current route includes a 183-day Hainan residence condition—with reasonable days away and at least 90 days of actual residence—plus talent or income, employer-substance and other requirements. A separate route exists for certain industries and uses different employment, social-insurance and approval conditions.

Cross-border data pilots do not remove national personal-information, important-data, cybersecurity, telecommunications or content rules. Full foreign ownership also depends on the applicable negative lists and licences.

5. Financial and Cross-Border Investment Services

Hainan has created useful financial infrastructure and investment pilots, but this is one of the most regulated categories in the industry map.

Potential Advantages

  • EF accounts support permitted cross-border RMB and foreign-currency business under the “first line more open, second line controlled” framework;
  • qualified cross-border investment, fund and asset-management pilots can provide specific routes for approved participants; and
  • enterprises carrying out a qualifying encouraged activity may assess the 15% corporate income tax rate.

Critical Limits

EF accounts do not provide unrestricted capital movement. The participating bank applies KYC, anti-money-laundering, transaction-authenticity and product rules. Transfers between the account, overseas and mainland systems follow the applicable first-line and second-line framework.

QFLP, QDLP, fund management, fintech and other financial activities require separate participant, filing, licensing, investor, quota or product analysis. “Financial services” is not a universal encouraged-industry classification and does not guarantee the 15% rate.

6. Tourism, Hospitality and Consumer Business

Tourism and consumer businesses benefit from demand-side policies as well as the enterprise tax and customs framework.

Potential Advantages

  • Hainan’s offshore duty-free shopping policy allows an eligible departing traveller an annual duty-free allowance of RMB 100,000, subject to the product, quantity, purchase and departure rules;
  • passport holders from the specified 61 countries can use the Hainan regional visa-free policy for permitted short-term purposes and stay up to 30 days within Hainan;
  • the encouraged-industry catalogue includes defined tourism, hospitality, cultural and consumer-service projects; and
  • qualifying businesses with real imports may separately assess the post-closure customs policy.

Critical Limits

The traveller allowance is not a tax exemption for every retailer. Operating an offshore duty-free channel requires the relevant qualifications and supply-chain arrangements.

The 61-country policy covers tourism, business, visits, family visits, medical treatment, exhibitions and sports, but not work or study. It is one part of a wider visa-free system; travellers should confirm the rule applicable to their nationality and purpose at the time of travel.

Hotels, restaurants, travel agencies and retail businesses also need ordinary operating licences, tax and employment compliance.


7. Healthcare and Life Sciences

Healthcare has distinctive opportunities, especially in the Boao Lecheng International Medical Tourism Pilot Zone.

Potential Advantages

  • qualified medical institutions in Lecheng can apply to use clinically urgent imported drugs and medical devices that are approved overseas but not yet approved in mainland China;
  • specified eligible institutions and products can access separate medical-product customs measures;
  • healthcare, medical technology and research projects may fit specific encouraged-industry catalogue items; and
  • qualifying enterprises and talent can assess the corporate and individual income-tax policies separately.

Critical Limits

The Lecheng route is not a general permission for any Hainan company to import or sell an overseas medicine. It applies through qualified institutions, defined clinical need, product review, approved use, traceability and regulatory supervision within the relevant framework.

Foreign-invested hospitals, clinics, pharmaceutical distribution, medical devices, clinical research and online healthcare each have separate market-access and licensing requirements. Policy access should be designed around the healthcare licence, not added after a standard trading company is formed.


8. Education and Training

Hainan has a meaningful but carefully bounded education opening.

In the Lingshui Li’an International Education Innovation Pilot Zone, overseas high-level universities and vocational colleges may independently establish science, engineering, agriculture or medicine schools under the applicable rules. The zone also supports eligible Sino-foreign cooperative institutions and professional training projects.

This does not mean any foreign education brand can open any type of independent school anywhere in Hainan. Institution quality, subject area, location, education approval, legal form, curriculum and operating qualifications all matter.

Education operators should separate:

  • independent higher or vocational education in the pilot-zone framework;
  • Sino-foreign cooperative education;
  • vocational or professional training;
  • commercial education technology or services; and
  • activities restricted or prohibited under national market-access and foreign-investment rules.

The tax position must then be tested against the actual project and revenue, not inferred from the education label.


9. Which Industries Are the Best Fit?

Hainan is strongest when the business model has a clear connection to at least one of these features:

  • a real first-line import and island-use model;
  • substantive processing capable of meeting the customs value-added test;
  • an actual encouraged-industry operation with most revenue from that activity;
  • cross-border transactions that fit an EF account or approved investment pilot;
  • a regulated opening specific to Lecheng or Li’an; or
  • tourism, consumer or talent demand tied to the island.

For an ordinary consulting, marketing, design or professional-service company, do not assume automatic encouraged-industry status. Search the applicable national and Hainan catalogues for the exact project, test the 60% revenue requirement, and seek an official classification route when the activity cannot be clearly determined.

Likewise, even an encouraged project does not bypass the foreign-investment negative list or sector licence.


10. A Sector Screening Workflow

Before choosing Hainan, run the project through these steps:

  1. Define the activity and transaction. Identify products, services, customers, suppliers, staff, assets and money flows.
  2. Check market access. Review the foreign-investment and general market-access negative lists and sector licences.
  3. Map the encouraged activity. Identify the precise catalogue entry and model the 60% revenue test.
  4. Design substantive operations. Decide where management, people, accounts, contracts and assets will actually sit.
  5. Test customs treatment. For goods, verify HS codes, taxable catalogue, entity status, use, processing and second-line treatment.
  6. Test people policy separately. Check the individual talent route, residence or specific-industry conditions and annual application.
  7. Confirm banking. Discuss the actual cross-border transactions with a participating bank rather than treating an EF account as automatic.
  8. Calculate net benefit. Compare tax and customs savings with facilities, staff, logistics, compliance and documentation costs.

Final Thoughts

The Hainan Free Trade Port can create a material advantage, but the advantage is transaction-specific. Trading and manufacturing projects may benefit from customs treatment; technology and services may benefit from the encouraged-industry tax framework; financial, healthcare and education projects may benefit from specialised opening measures.

The discipline is the same in every sector: identify the exact rule, meet every condition, preserve evidence and calculate the net result after operating costs.
