The exact boundary between the starting area, expansion projects and third-party properties should be confirmed with the park and registration authority for the selected premises.

Common landing options include:

  • A park-supported registered address or incubator space, where the operator accepts the proposed scope and can issue compliant address documents;
  • A dedicated office, suitable for management, data, software and customer teams;
  • R&D, testing or production premises, subject to land use, environmental, safety, utilities and equipment conditions; and
  • A multi-city Hainan model, with relevant project activity in Wenchang and management or commercial teams in Haikou or Sanya.

The last model must be documented honestly. A Wenchang address cannot imply work occurs there when all people, assets and decisions are elsewhere. Multiple workplaces are possible when registrations, licences, tax and employment arrangements are aligned.

The standard corporate income tax in China is generally 25%. Through 31 December 2027 under the current extension, a Hainan enterprise may use the 15% rate only when it is registered and substantively operated in Hainan, conducts a listed encouraged activity as its main business and earns the required proportion of qualifying revenue. “Aerospace” in the company name is not a tax category; the precise activity and catalogue item matter.

Other measures must be tested independently:

  • Individual income tax: qualifying high-end or urgently needed talent may obtain relief above a 15% effective burden under the current programme, subject to talent, income, work, residence and annual-assessment conditions. The employee rule is not the same as the enterprise substance test.

Mapping, Remote-Sensing and Data Compliance

Satellite imagery analytics is not automatically “surveying and mapping,” but certain collection, mapping, geographic-information and remote-sensing activities require qualifications or are restricted for foreign investment. Data leaving China should be classified for personal information, important data, geographic information, state secrets, export controls and contract restrictions.   2. Assuming manufacturing access equals operating permission. Removal from the foreign-investment negative list does not remove launch, telecom, mapping, national-security, export-control, environment or safety requirements.
  3. Treating a Chinese partner as a licence shortcut. A partner’s relationships or qualifications may not transfer to the JV. Verify what belongs to the partner, the new company and the individual project.
