Getting a business licence in Hainan can take only a few working days. Getting a usable corporate bank account can take several weeks if the application starts without a bank strategy.

The account is the bridge between a registered company and an operating company. Without it, the business cannot collect customer payments normally, pay staff and suppliers, remit registered capital through the proper route or apply for supported cross-border functions.

The difficulty is not a single government checklist. Each bank and branch applies customer due diligence, anti-money-laundering controls and commercial risk criteria to the specific company. A document accepted by the registry may not be enough to explain the business to a bank.

This guide turns onboarding into six steps: select the bank, prepare the evidence, pass pre-review, complete identity verification, address any premises check and activate the account. If registration is still underway, coordinate it through the company registration service so the ownership, address, scope and bank file are built together.

Why bank selection matters more than you think

A trading WFOE receiving USD and paying Malaysian suppliers has a different banking profile from a software company billing Chinese customers in RMB. The right starting point depends on:

  • expected currencies, countries and monthly transaction volume;
  • domestic versus cross-border customers and suppliers;
  • registered capital, shareholder loans and dividend plans;
  • online-banking approval levels and English-language support;
  • trade finance, guarantees, foreign exchange or cash-management needs;
  • whether an EF account is genuinely required; and
  • ownership, controllers, sanctions exposure and industry risk.

Approach two or three branches before finalizing the file. Ask the same questions and record the answers. “The bank supports EF accounts” does not mean every new company qualifies, and a well-known brand does not ensure that the local branch handles your business model frequently.

Bank comparison: which one should you screen first?

The table is a practical shortlist, not a ranking. Fees, minimum balances, account availability and verification methods must be quoted by the actual branch.

Bank of China announced that its Hainan branch opened EF accounts and handled transfers, deposits, RMB lending, letters of credit and foreign exchange on the system’s first operating day in May 2024. ICBC publishes a more detailed Hainan EF account guide, including customer conditions and second-line controls.

HSBC’s Haikou branch is a licensed mainland branch, and its presence can be useful to a group that already banks with HSBC in Singapore or another market. That network relationship may improve coordination; it does not waive China onboarding or guarantee acceptance.

For a small or medium foreign-owned company, Bank of China, ICBC and Hainan Bank are sensible early conversations. Add CMB when online workflow and domestic service are priorities, and HSBC when group-level international banking justifies its customer and pricing profile.

Document checklist: what to prepare

Build one indexed electronic file and one original-document pack. Confirm whether Chinese translations, notarization, an Apostille or additional ownership records are required.

  • Business licence: original or electronic licence and copies requested by the bank.
  • Legal representative’s identity: original passport and current visa or entry information where relevant.
  • Articles of association: the final registered version, not an early draft.
  • Company seals: company, finance and legal-representative seals as required for account documents.
  • Registered-address evidence: lease, property record or compliant address-service agreement.
  • Shareholder documents: passports or corporate registry and constitutional records.
  • Ultimate beneficial-owner evidence: a clear ownership chart through to natural persons and supporting records.
  • Company approval: board or shareholder resolution and authorization for opening and operating accounts.
  • Business evidence: plan, website, licences, customer and supplier contracts, invoices or signed proposals.
  • Tax and credit information: tax profile and enterprise credit report if requested.
  • Contact and control matrix: local phone, email, finance contact, online-banking users and approval limits.

Every repeated field must match: Chinese company name, unified social credit code, address, legal representative, shareholder names and ownership percentages. For a passport holder, use one consistent spelling and order across the registry, lease, resolution and bank forms.

The bank is trying to answer four questions: Who owns and controls the company? What will it actually do? Where will the money come from and go? Why does this account and transaction pattern make commercial sense?

A registration address can be lawful yet unsuitable for a particular branch’s onboarding. The company registration service can coordinate an address route, but the bank retains its own decision.

Step-by-step account-opening process

Step 1: shortlist and pre-contact banks — planning Days 1–3

Prepare a one-page profile covering activity, owners, countries, currencies, expected monthly flows, main counterparties, staffing, premises and EF need. Send it to two or three relationship managers with the document index.

Step 2: submit the pre-review file — planning Days 3–5

The bank checks completeness and flags missing ownership, identity, address or business evidence. Answer questions in one consolidated response. Repeated partial submissions create delay and inconsistency.

Step 3: complete identity and intent verification — planning Days 5–7

Many banks ask the legal representative to attend with the original passport and explain the company. Some cases may use an authorized person or video verification, but that is a bank-specific arrangement. Confirm it in writing before booking travel.

Prepare plain answers: What does the company sell? Who are its first three customers or suppliers? Why Hainan? How much capital will arrive? Which countries and currencies are expected? A memorized policy slogan is less persuasive than a coherent operating model.

Step 4: support a premises check — planning Days 7–10 if required

A bank may visit the registered or operating address, inspect signage or working conditions and compare the premises with the stated business. Keep the lease, contact person and access arrangements ready. A virtual office that cannot receive a visit or explain the operation is a common risk.

Step 5: complete approval and account activation — planning Days 10–12

After approval, execute the account agreements, establish seal and signatory controls and confirm the basic RMB account. Record exactly who can initiate, review and approve payments.

Step 6: configure online banking and cross-border functions — planning Days 12–15+

Activate tokens, users, daily limits, dual approval, statements and payment templates. Then discuss foreign currency, international settlement and EF account eligibility. Do not assume that opening a basic account automatically activates EF functionality.

Seven to fifteen working days is a useful planning range for a straightforward, complete case. It is not a guaranteed bank service standard. An overseas corporate chain, sensitive industry, unusual countries, incomplete premises or unavailable representative can extend the process.

Five rejection risks—and how to reduce them

1. The address does not support the business

Risk: the premises are a residential, virtual or cluster address with no clear operating explanation.

Response: disclose the arrangement early, show why it is compliant for registration and ask whether the branch requires dedicated premises. Do not describe a mailbox as a staffed office.

2. Identity information is inconsistent

Risk: the passport expired, a name is transliterated differently or the legal representative cannot explain the application.

Response: make a field-by-field comparison before pre-review. Update an expiring passport before it becomes the identity record for multiple systems.

3. The activity is outside the bank’s risk appetite

Risk: cryptoasset, gambling, high-risk payment, dual-use, sanctioned-market or opaque intermediary exposure creates concern.

Response: screen the sector and countries before choosing the bank. Provide licences and compliance controls where relevant. Never disguise the activity with a generic scope.

4. There is no evidence of genuine business

Risk: the company has no plan, customers, suppliers, staff or explanation for expected flows.

Response: provide signed or credible draft contracts, founder experience, market materials, forecasts and a transaction map. A new company can lack revenue without lacking evidence.

5. The file is incomplete or contradictory

Risk: addresses, names, ownership or payment expectations differ between forms.

A bank’s refusal is not proof that the company is unlawful, and another bank is not required to accept it. Ask for the gap where possible, correct facts rather than shop around with inconsistent explanations and never pay anyone who promises guaranteed approval.

After opening: controls, EF accounts and maintenance

Account opening is the start of the banking relationship. Establish a monthly process for statements, reconciliations, payment evidence, online-user reviews and unusual-transaction explanations. Notify the bank promptly when the legal representative, owner, address, scope or contact details change.

Test the controls before the first customer receipt: initiate a small permitted payment, confirm the approval chain, download a statement and verify that the accountant can identify the payer, purpose, currency and charges. This short rehearsal prevents a live transaction from becoming the first systems test.

Fees and minimum balances are product- and branch-specific. Do not budget from an online table that claims every mainstream bank charges RMB 500–2,000 annually or requires RMB 50,000–100,000. Obtain the current tariff, including account, online banking, token, transfer, foreign exchange and dormant-account charges.

An EF account is also not merely a switch added to every basic account. It is a separate account category under participating-bank criteria. For example, ICBC’s published conditions normally refer to an eligible Hainan entity with genuine cross-border needs and include operating-history and risk requirements, with possible flexibility for certain groups or policy-aligned activities.

Common questions

Many banks require an in-person identity and intent verification, particularly for a new foreign-invested customer. A bank may accept an authorized representative, video process or another arrangement in a specific case, but confirm this with the chosen branch before travel.

Can I use a virtual office address for bank account opening?

Registration acceptance does not guarantee bank acceptance. A bank may inspect the premises and ask how the address supports the stated business. A compliant serviced or cluster address can work in some cases, while another branch may require dedicated premises.

How long does the bank account opening process take?

Seven to fifteen working days is a useful planning range for a complete, straightforward application, not a guarantee. Ownership complexity, business risk, attendance and address checks can extend it. EF onboarding follows a separate bank process.

Which bank is best for a foreign-owned trading company?

There is no universal best. Compare the actual branch, currencies, counterparties, online controls, trade capability, EF eligibility, fees and onboarding conditions. A relationship with HSBC in Singapore may help coordination, but it does not replace China due diligence.

What is the difference between a basic RMB account and an EF account?
