Hainan's AI Computing Vouchers: Cutting Foreign Founders' Cloud Bills in 2026
A practical map of Hainan's draft 2026 AI computing and intelligence consumption vouchers, including eligibility, reimbursement caps, OPC designation and foreign-founder steps.

At a Glance
- AI computing voucher (算力券): reimburses 20% of eligible cloud-computing spend for standard enterprises and 30% for OPC-designated micro-enterprises, capped at RMB 2 million per year per entity; the minimum contract value is RMB 50,000. The policy was in draft / public-comment stage as of August 2026.
- Intelligence consumption voucher (智能消费券): a separate, park-level subsidy covering large-model API calls, training corpus and AI tooling. In Xiuying District (Fuxingcheng) of Haikou, the combined provincial and park subsidy can reach up to 50% of qualifying spend.
- Higher rate requires OPC designation. The 30% rate applies only after a registered entity obtains OPC micro-enterprise status and locates inside a designated community. For the full OPC package and its comparison with Qianhai, see our Hainan vs Qianhai AI solopreneur guide.
- Foreign founders register first, then apply. The vouchers require a legally registered entity within China. Foreign passport holders can now register that entity fully online under Hainan’s July 2026 reform — see the step-by-step registration guide.
What this means in one line: the voucher is a direct discount on the single biggest recurring cost for an early-stage AI founder — cloud and model API spend.
How the Computing Voucher Actually Works
The provincial voucher is a reimbursement, not an up-front grant:
- You sign a cloud contract with Alibaba Cloud, Tencent Cloud, Huawei Cloud or another eligible vendor above the RMB 50,000 minimum.
- You pay the provider and receive a compliant VAT invoice.
- You claim back the applicable percentage — 20% standard, 30% with OPC designation.
- Reimbursement is capped at RMB 2 million of spend per year (maximum cash-back roughly RMB 400,000 at 20% or RMB 600,000 at 30%).
The park-level intelligence consumption voucher fills a specific gap — it targets model API calls, training-corpus licensing and AI SaaS subscriptions on top of raw compute. This is the source of the headline up to 50% figure in Xiuying: roughly 30% provincial support plus a park top-up. Confirm the current breakdown with the administering office before signing a contract — do not budget on 50% without written confirmation.
Operational caveat: as of August 2026 these measures were still in draft / public-comment. The final text may adjust the percentage, cap or vendor list. Treat the figures as published intent, not a settled entitlement, until the final version appears in the provincial gazette.
How to Reach the 30% Rate
The only lever to move from 20% to 30% is OPC designation, which requires:
- a legally registered Chinese entity (a registered foreign WFOE qualifies; foreign individuals cannot apply directly);
- location inside a designated OPC community;
- meeting the micro-enterprise definition (≤5 employees for AI OPCs).
The broader OPC package — free workspace, subsidized lending, cross-border data corridors and the dual 15% tax route — is covered in our Hainan vs Qianhai solopreneur guide and the dual 15% tax guide. We do not repeat either here.
The most active clusters are Haikou Xiuying / Longhua (highest current combined subsidy) and Sanya Yazhou Bay (medical-device and deep-tech integration). Choose the community before registering, or you may need to relocate and reapply.
Hainan vs Shenzhen, Beijing and Shanghai
| City | Compute subsidy | Covers model API / corpus? | Full online foreign registration |
|---|---|---|---|
| Hainan | 20-30% provincial (up to ~50% combined in parks) | Yes — separate intelligence consumption voucher | Yes — since Jul 2026 |
| Shenzhen (Nanshan) | Higher raw rate, up to 50-60% | Partial, project-based | No — in-person typical |
| Beijing (Zhongguancun) | Moderate, project-based | Limited | No |
| Shanghai (Zhangjiang) | Moderate, project-based | Limited | No |
Two differences matter for a foreign founder: (1) Hainan pairs compute subsidy with a separate voucher for model, corpus and tooling — the actual day-to-day burn; (2) Hainan’s fully online foreign-registration path removes the in-person visit still typical in the other three cities.
Practical Steps for a Foreign Founder
- Verify the final policy text before signing on the strength of the 30%/50% figures.
- Pick the OPC community first (Haikou Xiuying for highest subsidy; Sanya Yazhou Bay for medical/deep-tech).
- Register the foreign entity online via the July 2026 pathway; arrange a Chinese bank card for four-element verification.
- Apply for OPC designation separately — it is not automatic.
- Sign cloud/model contracts above the RMB 50K minimum and keep VAT invoices.
- Claim provincial and park vouchers, confirming the park top-up in writing first.
What This Page Does Not Claim
- No guaranteed approval or fixed percentage — subject to review, annual quota and final gazette.
- The policy was in draft as of August 2026.
- The 50% combined figure applies in confirmed parks such as Xiuying and varies by park.
- No shell companies to capture the voucher — substantive operation is expected and audited.
- OPC and tax rules are summarized only; follow the linked dedicated guides.
